Please note: due to the current Covid-19 Coronavirus situation, the Parish Council will meet virtually via Zoom (https://zoom.us/) Meeting ID: 792 5061 8868 (the code will vary for each meeting) as permitted in “The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”)”

Members of the Public: Members of the public wishing to address the Council during the meeting must make the Chairman aware of their intention before the meeting starts. Members of the public wishing to record the meeting are asked to notify the Chairman of their intentions so that appropriate arrangements can be made for the recording, in accordance with the Council’s Standing Orders and Recording of Meetings Policy. The meeting will be recorded by the Council but will not be distributed.

On-line meetings – Public Guidance

1) Apologies [7.30pm]

2) To receive declarations of interest from councillors on items on the agenda and provide outcome to requests for granting dispensations.

3) Chairman’s Announcements [7.35pm]

4) Standing Orders will be suspended for a period of up to 10 minutes to allow members of the public to address the Council in relation to the business on the agenda or request matters to be discussed at a subsequent meeting. Please note that this is limited to a maximum of 3 minutes per member. [7.40pm]

b) Central Bedfordshire Council representatives

If possible, please provide a reports for inclusion in the minutes.

Planning Matters – as received from Central Bedfordshire Planning Authority for comment or information.

6) Planning Applications [7:55.pm]

a) CB/20/01299/FULL Consultation Expires: 1/06/2020 Location: 109 Station Road, Lower Stondon, Henlow, SG16 6JJ Description: Single-storey extensions to an existing surgery. Case Officer: Anna Horn
b) CB/20/00894/FULL Consultation Expires: 26/05/2020 Location: Land Adj to The Pastures, Upper Stondon Description: Demolition of existing sports pavilion and provision of a new combined Community Facility and Tennis Court together with improved car parking, footways, fences, gates, landscaping, and associated engineering operations. Case Officer: Stuart Kemp

For planning applications that are urgent and submitted between meetings power can be delegated to Clerk and Chairman (with a proposed response circulated) to send comments to Planning. Copies of those and responses will be attached to the Agenda and Minutes for transparency.

7) To approve Minutes of Stondon Parish Council Meeting held on 26 February 2020 [8:15pm]

8) Clerk’s Report & Matters Arising [8.15pm]

9) To consider general matters requiring a decision: [8:20pm] a) Adoption of Delegated Powers. To approve the revised scheme of delegation to allow the council to continue to conduct its business during
the coronavirus crisis.
b) To review and approve an amended meeting schedule to be implemented (if possible) for the duration of the crisis (based on guidance from
Government).
c) Approval of shared use (sharing cost with Clophill PC) of Zoom for Virtual meetings
d) Village Hall update and requests from Village Hall users, including Stompers.
e) Review of Councillor roles in relation to Committees/Responsibilities
f) Review of Policies and Procedures

g) Consider response to proposed Redevelopment of Henlow Greyhound Stadium – Meeting and community benefits and response
h) Proposal to source and purchase Hedgehog signs for Station Rd/Hillside Rd. Clerk seeking source, cost, locations and implementation.
i) Grass Cutting review
i) Proposal to transfer management of cutting of all Highway grass to CBC
ii) Proposal to continue with current contractor for all additional grass cutting (e.g. Pastures/Rec/Pollards)

j) Proposal to implement repairs of Allotment Road.
Costs submitted – request approval of a budget (as costs may have increased) to implement repairs as soon as practically possible.
k) Review of proposal by Mulberry Homes and to move forward with implementation. Proposal to request authorisation to move forward on this and finalise the contract for signing at the next Council meeting.
l) Proposal to provide Clerk with Council Debt Card for on-line purchases
(any such purchases to have had prior Council approval or under delegated powers)
m) Update on Stondon Recreation Association including land transfers and related assets to be held in trust by the Parish Council. Including proposal to approve of increased costs with recognised complexities.

10) Neighbourhood Plan Update – Cllr Parhar

d) Review and Approve Annual Audit Section 1
Proposed: – The Annual Return, as required by the Audit Commission, Section 1 – The Annual Governance Statement are to be approved and signed for forwarding to the external Auditor (Mazars).
e) Review and Approve Annual Audit Section 2
Proposed: – The Annual Return, as required by the Audit Commission, Section 2 – The Accounting Statements for the last period to be approved and signed for forwarding to the external Auditor (Mazars).

Any Member arriving after the start of the meeting is asked to declare pecuniary interests, as necessary, as soon as practicable after their arrival, even if the item in question has been considered. National rules about pecuniary interests are set out in Chapter 7 of the Localism Act 2011 and in secondary legislation made under the Act, in particular The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.
