Please note: due to the current Covid-19 Coronavirus situation, the Parish Council will meet virtually via Zoom (https://zoom.us/) Meeting ID: 869 7884 7937 (the code will vary for each meeting) as permitted in “The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”)”

Members of the Public: Members of the public wishing to address the Council during the meeting must make the Chairman aware of their intention before the meeting starts. Members of the public wishing to record the meeting are asked to notify the Chairman of their intentions so that appropriate arrangements can be made for the recording, in accordance with the Council’s Standing Orders and Recording of Meetings Policy. The meeting will be recorded by the Council but will not be distributed.

35) Standing Orders will be suspended for a period of up to 10 minutes to allow members of the public to address the Council in relation to the business on the agenda or request matters to be discussed at a subsequent meeting. b) CB/20/02334/OUT Consultation Expires:2/10/2020 Location: Land South of Lower Stondon West of Bedford Road Lower Stondon Proposal: Outline Application: for up to 115 dwellings with means of access only for consideration (all other matters reserved for subsequent approval) at land south of Lower Stondon served by a proposed access point from Bedford Road. Case Officer: Stuart Robinson. Note:this includes amendments to access.

b) Update on Stondon Recreation Association
i) Land Transfer update
ii) Request from Stondon recreation association for the Council to be appointed as Corporate Trustee
iii) Request from Stondon Recreation Association for the Council to be appointed as Financial Trustee and for Officer of the Council to administer bookings and banking with SRA as signatories. Impact of extra hours a month.
iv) Approve Deed of Trust from SRA
v) Confirmation on PL insurance and opening of BMX track and Recreation Play areas
c) Discussion update with Rainer re planning application West of Bedford Rd
d) Approve meeting with Bloor homes to review proposal for site North Dog Track and communication concerns
e) Highways with regard to developments and requests to Central Beds Council
i) Station Road
ii) Bedford Rd (LS1/Rainier)
f) Update from Planning meeting (DMC) held on 16 th September
g) Allotments – review request to setup and keep chickens
at allotments.
h) Play area inspections – centralised tender and current service delivery.
Concerns over how access was achieved during lockdown.
i) Great British Clean –
j) Highway Code consultation – feedback required
k) MHCLG Planning Consultations – impact on planning – feedback to NALC
l) Donation to Magpas – suggested donation to assist this service of £100 to provide PPE for medical teams.
m) Village Hall Update – use by Groups and impact on changes
n) Christmas Tree – delegation of powers to Clerk to arrange purchase and install of tree – approximate cost £600
o) Website and Document Accessibility statements and standards. Clerk is working though statements and how documents could be improved. This may limit availability or the need to work additional hours.

41) Neighbourhood Plan

National rules about pecuniary interests are set out in Chapter 7 of the Localism Act 2011 and in secondary legislation made under the Act, in particular The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012
