You are hereby summoned to attend an Extraordinary Meeting of Stondon Parish Council on Wednesday 29th April 2026, commencing at 7:30 pm in The Function Room, Stondon Community Centre, The Pastures, Upper Stondon, SG16 6QB for the purpose of transacting the business set out in this agenda.

140. Declarations – 7:32pm
a) To receive declarations of interest from Councillors on items on the agenda. If, at any time during the meeting, a Councillor feels they have an interest in an item being discussed they should declare it at that point.
b) To receive written requests for dispensations for disclosable pecuniary interests from Cllrs Lazenby, Bilsby and Hansford.
c) To grant requests for dispensation as appropriate.

a) CB/26/00906/VOC – 109 Station Rd, Lower Stondon, SG16 6JJ (Stondon Surgery) – deadline extension agreed by Planning Officer to 30th April 2026
Variation of condition number 2 and Removal of Condition number 5 of planning permission CB/23/03359/FULL (Single storey front, side and rear extensions). Condition 2 to be amended to reflect the revised alterations, and Condition 5 – information submitted to allow discharging of this condition.

146. To approve the Minutes of the Stondon Parish Council Meetings of 25 February, 25 March and 14th April 2026. – 8:15pm

148. Community Centre and Village Hall – 8:25pm
a) Update and actions on snagging issues at the Community Centre.
b) Update and actions on Village Hall matters.

149. Procedural – 8:30pm
a) To review and approve the Outdoor Hiring Policy for Stondon Recreation Ground.

150. Open Spaces – 8:35pm
a) To consider a proposal to increase the allotment rent from £30 per annum to £35 per annum, to take effect in May 2027.
b) To note the outcomes of the Outdoor Spaces Working Group and to consider and approve the recommendations of the Working Group.
c) To receive an update on Anglian Water pipe installation and actions required.
d) To receive an update on all other green space issues.
e) To approve the appointment of the Open Spaces Officer.

151. Community Engagement – 8.50pm
a) To receive a report on the recent Community Engagement events in March and April 2026.

152. Finance – 8:55pm
a) To receive an update on Snowdon’s request for the final commuted sum payment for the Community Centre.
b) To consider and approve a quote for 2026 annual servicing of the Sliding door between Halls 1 and 2 at the Community Centre – up to £900.
c) To consider and approve a quote for bi-annual servicing of the fire alarm at the Community Centre – up to £700.
d) To consider and approve a Grant Application from Stondon PPG for business cards – £140.
e) Community Engagement – To approve the purchase of or costs related to a children’s activity on 29 May 2026 – up to £300.
f) Open Spaces – To consider and approve the purchase of or costs related to:
i. Two new waste bins at the BMX track – £400 excluding VAT.
ii. Replacement of backboards at The Pastures MUGA – up to £1,350 depending on net option as quoted.
iii. Replacement of safety closing mechanism on the play area gate for Woodpecker Mead – up to £500.
iv. To select and approve the annual playground inspection provider – various depending on quotation.
v. To approve expenses related to purchase of PPE and safety equipment for the Open Spaces Officer – up to £1,300.
vi. To approve the purchase of a gas BBQ, outdoor kitchen/washing station and safety equipment for SALGA – up to £400.
g) To approve payments to be made or made between meetings.
h) To receive details of income received.
i) To receive bank statements and reconciliations for January, February and March 2026.
